NOTICE OF NOMINATIONS AND ELECTIONS
Service Employees International Union (SEIU) Wisconsin
Local Union Officer and Executive Board Elections – 2025
This notice serves to inform all SEIU Wisconsin members that nominations and elections will be conducted for Local Union Officers (Executive Committee) and Executive Board Members in accordance with Article 10 of the SEIU Wisconsin Constitution and Bylaws, the SEIU International Constitution and Bylaws, and applicable law.
The election will be administered by the SEIU Wisconsin Election Board, which is responsible for nominations, eligibility determinations, verification of petitions, and certification of results.
Petitioning Period and Key Dates
- Notice Issued / Petitioning Opens: Wednesday, November 5, 2025
- Petitions Due: Tuesday, November 25, 2025, by 9:00 a.m. CST
- Good-Standing Cutoff for Signers: Members must be in good standing as of November 7, 2025 (two weeks prior to the deadline).
- Eligibility Review and Certification: Completed by the Election Board after November 25, 2025.
- Election (if required): To be conducted by secret ballot in accordance with Article 10 § 10.5.
- Ballots Mailed: Friday, December 5, 2025
- Ballots Counted: Monday, December 22, 2025
Positions to Be Elected
Executive Committee (Officers):
- President
- Executive Director
- Secretary-Treasurer
- Five (5) Vice Presidents
Executive Board Members:

The term of office for all elected positions is three (3) years. Elected officers and Executive Board members will take office on January 23, 2026.
Eligibility to Run and Sign Petitions
- Candidates must be members in good standing of SEIU Wisconsin for at least six (6) months prior to the nomination deadline (Article 10 § 10.3).
- Signers of petitions must be members in good standing as of November 7, 2025.
- Members may seek nomination for only one (1) position.
- No candidate convicted of a felony under Section 504 of the Labor-Management Reporting and Disclosure Act (LMRDA) is eligible to hold office.

Petition Submission Instructions
Completed petitions must be received by 9:00 a.m. CST on Tuesday, November 25, 2025.
Petitions may be submitted by one of the following methods only:

Petitions submitted to any other address or after the deadline will not be accepted. No in-person or drop-box deliveries will be permitted.

Rules for the 2025 SEIU Wisconsin Election
- The Election Board
The Election Board shall conduct nominations and elections for the Executive Committee (Officers) and Executive Board in accordance with Article 10 of the SEIU Wisconsin Constitution and Bylaws, the SEIU International Constitution and Bylaws, and applicable law. The Election Board is responsible for ensuring a fair and democratic election process, including issuing notices, verifying eligibility, receiving petitions, and counting ballots.
- Positions to be Elected
The following positions shall be elected by the membership in the November 2025 election:
Officers (Art. 7.1)
a. President
b. Executive Director
c. Secretary-Treasurer
d. Five (5) Vice Presidents
Executive Board of Directors (Art. 8.1)
Shall consist of up to one representative from each collective bargaining unit with at least one hundred (100) represented workers. In addition, those collective bargaining units with 250 or represented workers shall be entitled to an additional executive board member for every whole multiple of 250 represented workers, with a maximum of three (3) representatives
Multiple bargaining units that share a bargaining table or an ownership or management structure or geographic proximity may be combined for these purposes.

Members can seek election to only one Office or Executive Board position.
- Term of Office
All elected Officers and Executive Board Members shall serve a term of three (3) years. Elected Officers and Executive Board Members will take office on January 23, 2026.
- Eligibility to Hold Office
To be eligible to run for Executive Committee (Officers) or Executive Board positions, a candidate must:
- Be a Regular Member in continuous good standing for at least six (6) months prior to the nomination deadline, with all dues paid through the month preceding nomination.
- Meet any additional requirements outlined in Article 10, Section 10.3 of the SEIU Wisconsin Constitution and Bylaws.
- Not have been convicted of a felony as defined under Section 504 of the Labor-Management Reporting and Disclosure Act (LMRDA).
- Associate Members are not eligible to run for office.
Waiver of the SEIU Constitution’s Good-Standing Requirement:
Pursuant to Article XV, Section 2 of the SEIU International Constitution and Bylaws, and with the approval of SEIU International President April Verrett, SEIU Wisconsin has been granted a partial waiver of the 6 month continuous good-standing requirement for candidates for Local Union office.
This waiver applies solely to the 2025 SEIU Wisconsin Officer and Executive Board elections and permits members who, under SEIU Wisconsin’s newly adopted Constitution, have converted from Associate Member to Regular Member status to be considered eligible candidates once they have established full membership prior to the nomination deadline.
The waiver’s purpose is to expand the pool of eligible candidates and encourage broad member participation in the first regular election cycle following the Local’s constitutional unification.
- Nomination and Election Notice
A Notice of Nominations and Elections will be published on the SEIU Wisconsin website and emailed to all members in good standing on Wednesday, November 5, 2025. The notice shall include key dates, petition requirements, eligibility rules, and submission instructions. The notice will also be mailed.
- Nomination Procedures
a. Nominations for all positions shall be by petition. Nominating petitions must be mailed, faxed, or emailed to the Election Board and received no later than Tuesday, November 25, 2025, at 9:00 a.m. CST.

Petitions submitted to any other address, including SEIU Wisconsin offices, or received after the deadline will not be counted and will be marked invalid.
b. Petition forms will be made available to all members as part of the online notice packet at www.seiuwi.org/elections and by request at elections@seiuwi.org.
c. Signatures required:
•Executive Committee (Officers): One hundred (100) signatures from members in good standing of the Local Union as of November 7, 2025 (two weeks before the petition deadline).
•Executive Board Members: Twenty (20) signatures from members in good standing in the bargaining unit from which the candidate seeks election as of November 7, 2025.
•Bargaining units with fewer than 100 members may instead provide signatures equal to twenty percent (20%) of members in good standing in that unit.
d. There shall be self-nomination for all offices.
e. The Election Board will certify nominees as eligible candidates or notify them in writing of any disqualification within seven (7) days after the close of nominations.
ALL CANDIDATES ARE URGED TO SEEK ELIGIBILITY VERIFICATION BEFORE THE NOMINATION DEADLINE
- Acceptance of Nomination
Nominees must accept their nomination in writing in order to appear on the ballot. A nominee who signs their own petition shall be considered to have accepted the nomination.
- Pre-Nomination Eligibility Verification
Members intending to run for office are strongly encouraged to verify their eligibility before submitting a petition.

Requests must include the member’s name, bargaining unit, address, and the position sought. The Election Board will confirm eligibility or provide reasons for ineligibility.
- Candidate Eligibility Determinations Following Nomination
After the petition deadline, the Election Board will verify eligibility and petition signatures. Eligible candidates will be notified and asked to confirm how their names should appear on the ballot. Ineligible nominees will be notified of the reason(s) for disqualification.
- Election Determination
If only one (1) candidate is nominated for a given position, that candidate shall be declared elected without the need for a ballot election.
- Ballot and Slate Voting
- Each candidate may join a full or partial slate of candidates, provided that each slate contains at least two (2) candidates. No member will be compelled to run as a member of a slate, nor will any candidate be permitted to run on more than one slate.
- Candidates on a slate will appear on the ballot under the slate name and members will have the opportunity to vote for the slate or choose among individual candidates rather than vote for an entire slate. Slates will be listed first on the ballot, followed by unaffiliated candidates.
- To form a slate, there shall be mutual consent between and among all candidates running on the slate. Such mutual consent shall be evidenced by the signing of a declaration by all members of the slate, giving the position each participating candidate seeks and the name of the slate to be formed. Slate Declaration forms may be obtained from the Election Board. The slate declaration must be submitted to Election Board no later than 5:00 p.m. on November 21, 2025.
- No candidate may withdraw from his or her own slate after the filing of a slate declaration. Should one or more members of the slate be found ineligible to run for office, such ineligibility will not affect the eligibility of the remaining slate members. Amended slate declarations may be submitted adding additional candidates, provided that each slate member signs the amended slate declaration and the deadline for submission of slate declarations has been met.
- Inspection of Membership List
Each candidate may inspect, but not copy, the list of members eligible to vote. The membership list shall be available for inspection at SEIU Wisconsin’s Madison office prior to the election. Candidates wishing to schedule an inspection must contact the Election Board via elections@seiuwi.org.
- Distribution of Campaign Literature
The Local Union will comply with a request made at a reasonable time of any candidate for a Local Union Office to distribute campaign literature by mail or otherwise at the candidate’s expense. If the Local Union distributes campaign literature at the expense of the Local Union, the same opportunity to distribute campaign literature must be made available to all candidates at the expense of the Local Union. In addition, the Election Board shall notify all candidates of the time, procedures and costs for mailing of campaign literature.
- Campaign Restrictions
No candidate or supporter may solicit or accept financial or material support from any non-member of SEIU or any employer. Use of union funds, equipment, or staff for campaign purposes is strictly prohibited.
- Election by Mail Ballot
A secret ballot election shall be conducted by mail for any contested positions. Ballot packages, including voting instructions, will be mailed on Friday, December 5, 2025.
Ballots must be mailed back and received by the Election Board at the SEIU Wisconsin P.O. Box no later than Monday, December 22, 2025, at 9:00 a.m. CST.
No write-in or proxy votes will be permitted.
- Voter Eligibility
To receive a ballot, members must be in good standing as of November 7, 2025. Agency fee payers, associate members, or members who are delinquent on dues are not eligible to vote.
- Ballot Count
Ballots will be collected from the post office in Waunakee, Wisconsin, at 12:00 p.m. on December 22, 2025, and transported by members of the Election Board to the SEIU Wisconsin Madison office. The count will be on the same day. All candidates shall be notified of the results within one (1) week of the ballot count.
- Votes Required to Elect
Executive Committee (Officers) positions shall be elected by a majority of votes cast. Executive Board seats shall be filled by the candidate receiving the highest number of votes. If no candidate for an Executive Committee office receives a majority, a run-off election between the top two candidates shall be held within forty-five (45) days.
- Observers
Each candidate may have observers present during ballot pick-up, processing, and counting. A candidate may serve as their own observer. Observers must be members in good standing.
- Non-discrimination
The Local Union shall refrain from discrimination in favor of or against any candidate. (3.7)
- Protest & Appeals
A protest regarding the election may be filed with the Election Board within ten (10) days after the results of the election are announced. Any protest shall contain a statement of the facts on which the protest is based.
The Election Board shall investigate the protest and rule on it.
A member not satisfied with a ruling of the Election Board may petition the President of the Local Union within fifteen (15) days after the ruling. Such appeals shall be immediately referred by the President to the Executive Committee for its consideration. (10.6)
- Retention of Records
The Election Board shall ensure that ballots and all other records pertaining to the election shall be preserved as required by applicable law. (LMDR)
